wait are you asking about baseball rules. look up "tagging up". basically, can't advance on a caught fly ball unless you touch your original bag after the ball is caught, then you can advance at your own risk. has to be a deeper fly to advance. That particular play however was actually an "infield fly" which is something else entirely that is a rule so that the fielding team can't deliberatly drop a fly ball to induce a double or triple play.
