You know there are a whole lot of shows set in New York or LA or even Chicago, Atlanta, Seattle, Baltimore, San Francisco, Boston, Miami etc. That depict fast-paced hospitals, murder-heavy Police Investigation Units, People's Apartment Roommates and common areas and so on. But a lot of people don't live in New York or LA.
In fact for the most part nearly 90% of people don't even live in New York or LA's media market. Frankly even people in New York and LA are sick of seeing New York and LA, I watch TV to escape, I don't watch TV to go "oh look, that's Hidden Valley, I know a girl who died there." or "Hey that's Sunset Park, I know someone who is buried there!"

LA metro is a massive, massive megalopolis that stretches from the Angeles mountains south 70 miles and east 80 miles to the San Bernardino mountains. There are basically no markets left in the USA that aren't already satisfied by college sports or too stuffed with transplants for a team to build any sort of loyalty. They're trying with Vegas and they might try soon with Austin or Nashville but it'll be the same story.
Charlotte was a failed experiment but I think somewhere in the corridor of Raleigh/VA Beach/Richmond could work. That and Portland are the only remaining places where people still have a sort of hometown pride
