Flight times + weather + low population make it very difficult to justify the cost for instance, Wyoming has a smaller population than Alaska and has the worst weather conditions in North America
They just don't have any large metro areas. The largest in that region is Omaha-Council Bluffs. That's only 1 million people.

There are basically no markets left in the USA that aren't already satisfied by college sports or too stuffed with transplants for a team to build any sort of loyalty.
