Legally, the UFC has no obligation to make the 'real' champion fight the interim champion. The UFC can just take the interim belt away at any time for any reason. They don't even necessarily have to promote interim to undisputed, because both are completely fake ceremonial titles. They could have a fight for a vacant undisputed belt while also having a active interim champion and legally they have done absolutely nothing wrong
