What about this, for each team:>remove the N game streak of consecutive games with the worst results>remove the N game streak of consecutive games with the best results>recalculate the tables, award resources based on that table.That way you're removing outlier periods of short term good/bad form and should end up with the genuinely bad teams at the bottom rather than the ones that just decided to be worse than usual once their season is over.
