I was expecting them to give it to Iraq and then give Iraq's spot in the playoffs to UAE, it was what made sense since those were the next best teams in Asia's quallifiers, but apparently they said that they will indeed play, just not in the US, not sure how will this work, there is way too much money involved for them to change where games are played
(if I were Italian I would feel kinda offended if I got a spot this way)

Unlikely. FIFA has been working hard to put AFC's and CAF's agenda over UEFA, that's one of the main points of the World Cup expansion. And their plan A still is Iran participating anyway
