Having everything come down to a minigame is retarded, I think we can all agree on that. Messi's legacy was determined by this minigame. So many pivotal matches have come down to it, which is absurd.The solution: extra time is replaced by a new system. There is a set amount of time (say 30 minutes), and one team has to send off extra players as if they had red cards. However if that team holds the other to a draw for the period (or wins outright), they win the match. Finding the perfect amount of time and players to send off to balance it can be done by simulation, analytics, and trail matches. There will be a perfect balance though. If you send 2 players off a team and ask them to hold for an hour, that's obviously unfair. However if you ask them to hold for a minute then its unfair in the other direction. There is necessarily a perfect amount of time on average for given amount of players taken off (max of 4 players taken off). So this system will always end in a timely manner and decide the matches with actual play, instead of some arbitrary minigame

solution to penalty kicks is to move the penalty point about 2-3 meters back so goal keepers don't have to guess the side or just watch the ball flying by them

When it comes to dribbling the ball, only attacking players do any sort of training for that - its overcomplicating the situation.

Have 5 different initial picks that can be literally anyone from the entire squad, not just from the 11 players on the field when extra time ended, and if it's still a draw after 5 rounds you can just use one player for the entire sudden death if you so choose.
