I think PCS chose to make differences betwen how much some race is worth smaller, to allow comparisons between different eras. How much was winning Tre Vali worth in Coppi's or Merckx's time? Or some other race? Difficult to answer it may have been more valuable than San Remo, or less than a 1.2. So if PCS just copied today's UCI value, it would be skwed towards the present prestige. PCS thus prefers to err more on the side of "a win is a win", to ameliorate the fluctuation of prestige sone race has through time.
