Not really, no. Hooliganism has been stamped out. Once you get into the really shitty tiers (my local team where I live now play in the eighth tier) it's more like a family fun day with toddlers running around and most fans being people who personally know the players. I would assume the most violent fans are in the Championship, because that league has the most fans full stop who aren't Chinese tourists.

the 'major' clubs are ManU, Chelsea, Arsenal, and Liverpool. they're the ones that are multi-billion-pound franchises with millions of international fans. Equivalent to the Yankees, Cowboys, and Lakers. given how much money they're worth I get the distinct feeling that the League would step in if any of them were in serious danger of relegation. clubs like the Wolverhampton, Aston Villa, Nottingham Forest? they're "safe" to allow relegation. in the sense that, when they get relegated, it isn't a huge blow to the marketing and finances of the league as a whole because people see them as basically marks for the big clubs to beat up on.
