It has a totally insufficient Light Rail/Metro. The Metro area is such a sprawl that it makes public transit largely non-viable, especially since people are often commuting across county lines (e.g. from Orange County into LA County) for work every day.
The same problem is happening in Miami/ Ft. Lauderdale.

LA, like most American cities, had a robust streetcar network once upon a time, and I've seen some sources say that LA had largest inter-urban rail network in the world at one point, not sure how reliable that is though.
