Correct. But not the way you implied. I would allow teams to keep all their keepers near the goal, 1 in the field, 2 outside, and they would be allowed to switch keepers infinitely whenever its deadball or someone is injured.

This rule change also allows the Referee to force a keeper who is pretending to be hurt out of the pitch faster, since his replacement is right by his side.

Strategically this could also be interesting, for example Brazil NT could use Ederson for short play, Alisson for long play, and someone like Fábio if they need a goalstopper.

This flag always brings this up and it will never be anything other than a retarded idea. Only the players that go forward train dribbling on the training pitch, even fewer train their finishing. This format would demand that all the players train for skills, that some of which would never use otherwise just to pretend the defenders have a chance of converting.
Meanwhile a penalty shootout is much quicker to train and defenders always have a chance of converting, compensating for any forwards who prove be too mentally weak to convert.

So don't use defenders. The MLS shootout is based off of the ice hockey shootout, but in ice hockey there isn't this full rotation where every player has to do it in order. You just have 5 different shooters for the first 5 rounds and then you can choose anyone you want for all of the sudden death rounds.
