This format would demand that all the players train for skills, that some of which would never use otherwise just to pretend the defenders have a chance of converting.Meanwhile a penalty shootout is much quicker to train and defenders always have a chance of converting, compensating for any forwards who prove be too mentally weak to convert.

You just have 5 different shooters for the first 5 rounds and then you can choose anyone you want for all of the sudden death rounds.
