The draft doesn't matter ultimately, the entire league is player driven and star players always force their way to the bigger cities. One of the smaller city teams might get lucky and draft a star player that makes them relevant for 3-4 years but it doesn't last. The league also regularly rigs it to get star players to where they want them.
