There often isn't a lot of space and time to get shots off in the area, with players rarely getting proper clean sights of goal. It's normal that they'd underperform their xG in those circumstances. It's also normal that it's two of the worst teams in the league overperforming their xG in those circumstances - they're the teams less likely to face low blocks and packed penalty boxes.

It isn't some magic stat taken out of a hat, it's the average of performances and obviously top players are expected to perform better than average. Kane has scored 36 goals above his xG, Messi 33.
xG is a poorly devised stat that has no meaningful reflection on what's actually going on.Amateur statnonces, as usual, are analyzing the wrong pieces of data.
