There's literally THREE WEEKS of group games. The whole group stage is basically an on-site qualification period for the actual World Cup. When it was a 32-team tournament (32 was pushing it; 24 was perfect), every game w a historical event in and of itself. Going to South Korea vs Ghana in a 32-team World Cup would be a historical event. If something interested happened in it, people around the world would remember it because hundreds of millions would inevitably be watching. This is not going to be the case for the Group Z match between Curacao and the Iguana Islands. It just isn't. Neutrals aren't interested in going to on-site qualifiers.

I'm not going to bother starting to watch a game at midnight, on a 40% empty stadium, with bad weather alarms, with heat breakes, with souless corporate people with free tickets in the stands.

It's just a bit of paperwork you have to do and then go to the embassy and maybe have a conversation there. Being able to speak English helps a lot to smooth over said conversation.
