Arteta wasn't a "literally who" player in 2011. He had 200+ games for Everton and was seen as one of their better players. That Everton side was consistently finishing 5th-8th while he was there - they weren't a bad side (hence why United picked up Moyes). He wasn't a superstar signing but he was by no means a nobody.
