Generally blacks are not suited to cycling like europeans and it's similar with japanese. You need a big VO2 max as well as explosive power. Many different physical attributes make up a pro cyclist, and the mental attributes are far more niche than most other sports. It can be very isolated, it's obviously incredibly hard and requires a lot of mental fortitude. You're not shooting hoops for a few hours then doing some gym sessions, 5hr training sessions 5-7 times a weeks with extra off the bike work, mostly alone through all weathers. THere is no instant gratification.

Even if phyiscal attributes were more balanced and made the elite level of the sport more accessible I doubt we'd see many black pros because it's expensive, hard and not not social. Japanese can hack the mentals but they generally don't have the high VO2 max and extreme endurance. They can run well because they're small, they've got good explosive genes but a pro cyclist is a whole different ball game.

Muscular strength is also a big thing, you still have to exert a lot of force on hard climbs. If you've pushed 300w when you're not fit, it takes a lot of force just to turn the pedals. So you need to build up strength as much as you need to build up your cardio and respiratory system. Humans can quite easily run, it doesn't take that much force to move the body but if the cardio is fucked due to lacking fitness, you can't get blood and oxygen around the body.

Cycling is quite unique and it filters people out very well. The weight of equipment is a big factor that separates it from running, so small athletes with great cardio systems will struggle performing on the bike compared to larger athletes because their power to weight ratio is skewed from the off. It's quite a brilliant sport.
