It was my understanding that you don't need a charter to enter a race, but a charter guarantees you start even if you don't qualify. The grid isn't maxed out because Prema isn't around any more. The max is 27 cars for every race other than the Indy 500. Coyne could technically run 2 non charter cars if he kept the same driver in them and managed to out qualify any potential rival non charter cars.

It really is. I always thought it was cool how anyone with a license and some cash could jump in a DC car for a race. I know there were a lot of shitting problems, but IndyCar, like most old school racing series has a long tradition of letting just about anyone have a shot. Yes, I saw something, but I was watching the Super Taikyu x with the ST-2, which lasted 6 hours. The Thai race lasted more than 9 hours. Watching the race live is very tiring.
Luckily, it's all on YouTube and you can watch it all in multiple takes. The Thai race is interesting, with beautiful cars and beautiful girls.

Yes, fuel saving is a thing in racing. But going foot to the floor, balls to the wall racing is also a thing. Both can be strategies where refueling is allowed.

I do think there is no push flat out strategy because they are forced to save fuel because they cant top off the tank in F1. I think I would rather have refueling where overtaking might take place in the pits, but there will be races where its faster to push, refuel, push, instead of fuel save.

they aren't. F1 figured out that a car that's 50 pounds lighter and is just cruising is 0.2 seconds a lap faster than one that's 50 pounds heavier and driving at 100%.
the reason they fuel save now isn't because they need to do it to make it to the end, they already start underfuelled because of the aforementioned reason (the cars have a 105kg fuel tank and no team starts with a full tank). the intentionally shit tyres that fall off immediately after two laps, plus fuel flow limits, plus simple mathematics show cruising and fuel saving is faster over a whole race.
go watch a race from the early 00s, and NOBODY is going flat out. not even close. they're going 50%, because they know their fuel strategy will get them ahead in the end. the only overtakes are undefended because the cars are on different strategies. Trulli Trains existed for a reason; because nobody wanted to push and ruin their fuel strategy.
