I'm not sure how that works either. Usually they'll give you the VAR decision right before the ref does which makes me think they hear everything. On the other hand I've seen it when they've said what the VAR decision will be and it's went the opposite way so it's a little hard to tell. At one point I thought they were just watching replays of the incident and came to whatever conclusion seemed most likely.
