VAR exists to only make CLEAR AND OBVIOUS corrections (it isn't used like that) but it has improved this year where a ref makes a decision on pitch it is kept unless there is obvious problems. Like Thiago just got sent off for Brentford, he was booked for a chimp out but VAR saw he actually hit a Brighton player in the face, so it became a red because the ref missed a clear and obvious error.

In case of the penalty, ref said no foul and VAR didn't think it was clear and obvious enough to override AND it was outside the area anyway so it can't make a decision on that.

Yesterday, Havertz had his shirt pulled and the ref had to be told to go to the monitor, he went and then said it wasn't a penalty because Havertz was 'offside' but the rules of the game (Rule 11) state that a player is no offside until he plays the ball, and specifically says if he is fouled BEFORE he plays the ball, the foul takes priority. So it should have been a penalty, but it wasn't given.

tl;dr VAR is trying to get less involved unless it's blatant and even when it's used you have refs who don't read or know the rules deciding anyway
