So you get combats that are people just treading water, trying their best to fill their turn before passing it to the next guy. They have no cool plans on an individual level and certainly not on a team scale. It's boring to watch because it may as well be a level 1 combat. Hell it would probably be more interesting because the players would have a better understanding of their capabilities and be able to make interesting decisions.
