Do I just use 1d20 to determine which quest from #1 to #20 will be picked, and create another tier of random events for other 1d20 rolls? Sorry if this sounds confusing. I'm planning to put at least 30 minor events which will randomly be given to players through dice rolls.

I think the only time I’ve ever really enjoyed rolling was The Planes Awakened since it made sense within the scope of the work and everything you rolled for were about equal in severity.
