What would be a good system for the Raksura setting? Some can cast magic, look into the future, fly, reproduce, lead others, craft new things, fight, hunt or teach>They have two forms one of which resembles humans while the other is pic related>They live in extended clans called Courts that are all led by a Queen-caste Raksura who has the ability to stop other Raksura from shapeshifting>They also have complex society and system of etiquette that play a very significant role in the relations between two courts >The world has a whole bunch of different fauna, biomes, and races including those called the Fell who are closely related to the Raksura but feed on sentient species.

Beyond that, it does have a basic magic system to work with. The biggest thing to address would probably be everyone easily shapeshifting into something with wings, but if everyone can do that it seems easily homebrewed.
