It's about political restrictions. Kings are carefully watched, and must not be seen to act rashly or, God forbid, out of fear. Thus, they act through their intermediaries (all the other pieces), and do very little directly.

Queens, on the other hand, aren't subject to those restrictions, and can move and operate politically however they please, because they aren't subject to those same expectations. Their freedom of movement reflects this.

The Queen is actually the Queen's Guard, who were often the most elite soldiers in the kingdom. While the King's Guard was tasked with defending the King (and the Queen by extension, since she usually wasn't very far from the King) and were not allowed to travel abroad, the Queen's Guard could travel and did frequently, acting as a task force meant to enforce the King's will.

The Queen's Guard is quite a misnomer, because the Queen was not in command of the Queen's Guard, the Queen's Guard didn't actually guard the Queen, and they weren't even really guards. It's just what happens when a unit evolves beyond their original purpose yet still maintain their old name for tradition's sake, not unlike how Grenadiers once referred specifically to units that used grenades, but in many armies slowly just became a term for elite units, with grenades or not.
