>>94796105A Dirty World is an ORE game that does Noir. I'd also recommend Night's Black Agents, which, although designed as Spies vs. Vampires, does not actually require you to use any of the vampire mechanics. You could just use the spy stuff to do a criminal underworld game.

>>94796105You could do this with lots of systems. You might have more luck nailing down what feel you want. A Mini Six Precinct '77 game is going to feel very different to a game played in Call of Cthulu (without the mythos).

>>94796105I haven't tried it yet, but I thought about just ignoring the Cthulhu elements of Delta Green for something like you mentioned, seems like it'd be easy to do, plenty of non-supernatural things out there to make people lose sanity (maybe change Sanity into Stress or something like that) and Delta Green has books that can add agencies and such to the game.
