Is there any game you know of, with a more sophisticated mechanical system for convincing NPCs to do things than just "roll a Persuasion check." I want to run a game that revolves around recruiting naive people to fight for the players

What we want is a system that provides a mechanical map of an NPC's inner personality by describing the nature and degree of that NPC's wants, needs, fears, etc, and then provides different PC archetypes that can manipulate those mechanics in various ways. But if I had a game like that I'd probably just use it for sex stuff.

Look up systems that have social combat mechanics. I know WoD newer editions have some, which can be easily ported back to earlier editions if you dont like v5. Premise is simple, like using willpower points instead of hp and the person does what you say when they either reach 0 or decide to quit. Relies alot on literal roleplay obviously and its just a simplified version of the regular combat system. Its more a challenge to the players creativity though, if you try to make it strictly about rolling dice its not going to be very fun.

The Game of Thrones RPG (the old one based on d20) had an elaborate skagen of political power and personal influence where you basically got "influence points" which you invested in people or organizations which you then used to get them to do stuff. If you had a marginal amount, then you had to roll, but if you invested 50 points into the local brothel, you could easily get the madame to pass on secrets to you.

Its genuinely a very good show with a striking art/direction style. Watch the original series, and then track down the Rebellion movie which is a direct sequel. Together they form a hell of a punch that people either really love or really hate.
