Are there any spells or magic system that allows me to forcibly turn a fire elemental into a water elemental and vice versa ? What are the implications of this process ? In which games can I do this ?

Wouldn't the fact of such transformation simply 404 the elemental out of existence ?

Compared to a PC turning themselves into a water elemental, the fire elemental has more experience being a formless mass that kills people when it surrounds their head. So unless PCs are going to collapsing and tripping whenever they change into anything that isn't humanoid, there's not going to be a problem.
