it has a couple undeniable improvements (slot based encumbrance, d6 thief skills, cleric spells at level 1, fighter attack bonus increases every level)
it also has some setbacks like the lack of the monster and treasure tables, which removes a ton of the utility that the basic/expert set provided
its lunch has been eaten in the decade since release. people who want a faithful retroclone can pick up OSE, while people who want classic D&D with quality of life improvements have dozens of games to choose from
besides people turning against the dev for personal reasons the ecosystem around it has slowed down because he can no longer provide the extremely generous freelance rates that originally motivated creators to write for the system

Clockwork & Chivalry is a BRP game set during the English Civil War with some alt-history clockwork on the Cromwell side and magic on the Royalists. Being a BRP system game, it would be relatively simple to ignore those elements if you didn't like them and pull in more traditional fantasy elements from another BRP title if you so chose. (It's a damned shame the authors never finished their "official" campaign. It was pretty good.)

Colonial Gothic is a supernatural game set in the 18th century that could very easily be taken a century to fit what you are looking for.
