I need clear instructions how to find right people for a specific RPG concept, played online. As of now I can think of two requirements:
>must be into the setting or have experience with RPGs
>must be in similar timezone

Please write down algorithm for it, including choosing a system.

Assuming this is a real request for advice, you already aren't being nearly stringent enough. And also, there's no "algorithm" for this. You have to use your brain.

If you want to figure out what kind of game system you should play, you need to explain the concept and what you do or don't want to include, to help narrow it down.

If you want to really pick out the right players, you have to get very specific when advertising your game. If the players do not buy into the concept, then do not pick them to communicate with to set up the game. If they do not show interest when discussing it with you, and you MUST discuss it with them to communicate your expectations and help settle and compromise things, then filter them out.

There is no litmus test. Meet folks online until you've got a group who want to play together. You're fucking cosmo-quiz is 13 year-old girls asking who they're going to marry at a slumber party. It's nonsense and it won't ever help you, in any way.

It would help if you tell prospective players how you intend to run the campaign.
If you're aiming for a noble, heroic fantasy: tell the players that before you start, so they don't show up with immoral characters.
If you're aiming for a politically-inspired game: tell your players that before you start, so they don't show up with murderhobos.
If you're playing a wargame with heavy character death and little roleplaying: tell the players that before you start, so they don't put fifty hours into their character's backstory, only to die in the first combat.

That depends more on the GM than the players, I think.
Some GMs will walk players through the character creation process and communicate with them to make a fitting character from the player's inpirations, vetoing some ideas and engaging with others.
Other GMs will say "level 3 point buy, game's on Saturday afternoon" and leave characters to the players' discretion.
The former is for heavy roleplayers and people who know what they're doing (minority). The latter is for more casual players who might not even realize the former is an option (majority).
Again, communication is key here, if the players and GM want to be on the same page.

Step 1: Go to a place or places where people like Blue Archive. The more people you can reach, the better
Step 2: Ask if any of them are interested in roleplaying together, using "X" RPG system
Step 3: Determine the time zones and availability of those who responded positively in Step 2
Step 4: Use WhenIsGood.net or some other method to see when schedules line up
Step 5: Prioritize players who seem most experienced, eager, or willing to be team players. De-prioritize players that seem flaky or disruptive

Also, I don't know anything about Blue Archive besides the "UOHhh!" memes. I expect that may have some effects on your game.
