Don Quixote is a very interesting character who went through many crazy situations and ended up with a very tragic ending. Personally, I would feel intimidated trying to create a copy of such a great character
Although, again, that would be something personal. Speaking of yourself, I think you could create a very fun character, but both you and the GM would need to be very creative about it, especially since he already lives in a fantasy world. Something important to note about Don Quixote is his code of chivalry and how he believes technology has destroyed honor and ideals. Perhaps you could make that character dislike firearms and maybe even Artificers?

I'd say Clockwork Sorcery instead of Dragon. Being blessed by the literal powers of law, cosmos, and order feels more chosen one/fate touched than blessed by a Dragon. If Divine Soul Sorcerer was on the list then they would be the other option.
You could also argue that a Cleric is the best answer for a 'Chosen One' type of story- A Deity or Pantheon choosing to bestow their power onto a lowly mortal works in a similar fashion. It's just that Clerics are less rare than Sorcerers in the Universe- so by proxy a Sorcerer is more unique.
You could later multiclass into Warlock for more powers assuming you could explain what type of Patron would take interest in you. But with this, you could get some celestial flying cat or something following you.

Species wise Aasimar or Tiefling works.

Sure, the 2024 PHB Muskets and Pistols are kinda meh anyways. They are stuck with the Loading property making them harder to use with Extra Attack, their range is worse than bows, the damage dice is higher, sure, but you could dual wield Hand Crossbows or use a Hand Crossbow and a Shield.. For Rangers this can be a little tough in comparison to fighters, depending on how high you want your Wisdom and Constitution scores. I'd say for your starting stats:
>STR: 13
>DEX: 17
>CON: 12
>INT: 8
>WIS: 16
>CHA: 8
This is assuming you want a high Wisdom for Spellcasting DC or if you're a Beast Master. If you don't care so much about your Wisdom you could reduce it down to 14 and bump your Constitution to 14 for extra health and Con saves.
You should get Archery, no reason not to +2 accuracy is huge. At level 4, I'd suggest Sharpshooter (+1 Dex). This gives you a +1 bonus to damage rolls and attacks. The accuracy always helps and in comparison to Great Weapon Master you're losing +1 damage at level 4, then +2 damage from levels 5-7. But personally, I really like being able to shoot from 600 feet and bypass cover (effectively allowing you to use cover freely while enemies will struggle)- these things come up from time to time, cover especially. Then at level 8 you can get Great Weapon Master, this will give you an extra +3 to your damage rolls with your Longbow on attack actions- that becomes a +4 bonus at level 9-12. At level 12, you can max your Dex for the last +1 boost to attack and damage.
Last thing which requires a talk with your DM is crafting, if you can via your species or background get Woodcarvers tools + Arcana proficiency- You can craft magical bows and arrows with that. Vicious Longbow is incredibly powerful do not sleep on this weapon if you can do this.

I had a few bad DM experiences which caused me to feel somewhat fearful of ideas where my characters get shat on by the villains. 1. Dnd/stories shouldnt be tragic or carefree, it should be whatever it needs to be to be fun.
2. If you are a normal person, then being fucked by circumstances outside your choices is only fun as a setup for the opportunity to eventually win/revenge/beat the odds later

In fiction and games there needs to be tension for anyone to care. If your character faces no worthy enemies or has any struggles he doesn’t grow or do anything interesting. In my games it’s understood PCs often die when the party makes mistakes. I expect the players to make PCs with this understanding. You do get one expertise so you could get Perception or Survival at level 2. Then at level 9 you get Expertise for 2 more skills. You could get the other one you didn't pick up at level 2 then you might be able to get expertise in an INT skill that references something your PC hunts or tracks or would be most knowledgeable on:

I can understand that. For me standees are harder to use because from the front, or back if you add a back, it looks fine but for anyone on the side it’s just a bunch of nonsense. For a group game like dnd I’d prefer something easily seen from all angles.

I got some nice standees from skinny minis though for wargames.

Let go. Stop caring about your character, and start caring about the story they are in. As a player, I do want my character to survive, but I care about the other players characters just as much as my own and why I gravitate to support. But the story moving forward and finding out what happens, and what your character did to influence it is what i've learned can help.

But if the story sucks, then I can understand caring more about your own character.

it has literally nothing interesting, different, or synergistic. It's just a block of big numbers. Oh, sorry, it actually has one weird thing, the charm on hit - and it's fucking retarded, because it doesn't make any sense to have a clearly supernatural ability tied to a weapon hit, even reflavored as "awestruck". Sorry, being "awestruck" doesnt make you suddenly suicidal. This kind of ability would only ever be acceptable on some uber-fey themed after charms or beauty, like a nymph, not a fucking humanoid pirate. And poison? when you think pirate do you really think "poisoned blade"? The rest, a 1/day leader thing and the most boring reaction of all time... Just wotc being lazy

what should it have? stuff that fits the theme, offers interesting synergies and combos, and makes the fight fun.
for example:
It could have some ability that sets up switching between weapon and pistol, like anytime it hits with pistol, the next scimitar attack on same enemy has advantage, or vice versa

or maybe instead of a boring pistol that is just dmg, it could have a blunderbuss with aoe effect, or deafen, or blind, or even frighten (because fear condition unlike charm is acceptable to model non-supernatural fear)

if we wanted to go the roguish leader type, it should have more abilities to direct other pirates directly, rather than that 1/day advantage. removing the admiral from the fight should significantly weaken the other pirates, and it should buff them while he's there. if he's agile mariner on deck, he should have stuff to do with disengaging, extra movement, evasion, etc.

finally he should have a "lair" on the deck of his ship, with legendary actions or lair actions related to waves crashing, sails swiping accross the deck, the ship listing, etc
