Possibly, but not necessarily. The war world isn't heavily inhabited, and i doubt they'd send useful biomass off world for burial. It's too needed on a world without its own agriculture or water supply.

None of these worlds so far have been particularly "capitol" class, have they? If lucky number 7 doesn't pan out, we might have an interesting situation where one of these marginal worlds is the capitol... or at least was at one point. Possibly even the real center of power has moved to a different sector, even if one of these planets still has the Imperial Seal on the front door.

Bearable: A Bearable atmosphere can be breathed normally for a short time, but carries a slight abnormality, will create an unfavourable taste in the mouth, and will prove fatal if breathed for too long.
