Star Dust had people care about them despite them not being extensively developed, because they were the crew of your ship. A lot of cyoas instead are a personal adventure, where you could meet any number of potential companions, and thus people are disinclined to care about the ones on offer, because they could just make friends.Also as far as JRPG traitor, it not only had a lot of different and interesting characters, it also integrated them into the cyoa. Those specific companions mattered, and there was no reason to dump companions for the sake of power. Also mechanically it was more optimal to get more companions, as there were options that granted tokens and companions, and the companions granted tokens. You had reason to care about them in specific, mechanically, in the story, and choosing them was a big part of how you would shape the story.
