Not really, it's a fictional city from a setting that significantly diverged from our course of history over half a century ago. It's its own beast and nothing about it is particularly Californian or even American, it's just an archetypal cyberpunk city.

California is chosen because it's the most influential state on the west coast and the west coast is closer to the Orient and therefore more easily influenced by it, as most cyberpunk is strongly connected to the premise that Japan or China are going to economically and culturally dominate the world in the near future.
