Because I haven't painted anything in over a month yet I've buried my sorrow in further purchases of new models, fruitlessly hoping they bring about some new font of motivation.
I don't know if it was the details of my last model that did me in or just a lack of hope for a game soon. It doesn't help that I moved earlier this year and still haven't had a chance to properly make a new painting desk.

He genuinely believed Horus would hold the crusade together longer than he did. This is the actual canon explanation; Horus toppled to Chaos way way sooner than the Emperor predicted he would. He just needed another year or two to finalize the Webway project and then bring in Magnus to sit on the Golden Throne (and be chained to the giga torture device forever lol) and it would be gg against Chaos. The Emperor miscalculated in who he chose to be Warmaster, as Horus had an invisible chink in his mental armor that the Emperor never could have foreseen: his gigantic ego.

Correct. It is located inside the Warp, so the Webway network obeys non-Euclidean laws of space. It's how Craftworlds and capital ships can have webway gates as they travel around the galaxy, normally you would expect them to be fixed in place but the Webway doesn't obey such laws of physics.

Also correct. Large parts of the Webway have been rendered inaccessible due to Warp breaches that have gone unrepaired, so the Eldar have to use long routes around the Webway to detour around these death zones and even still there are many Webway portals that are either inaccessible or destroyed. There are no Webway portals outside the galaxy that the Eldar are aware of, but it's not outside the realm of possibility.

This is explained in the novels as the fact that a majority of the other Primarchs did not like Guilliman as a person, including many of the Loyalist Primarchs ironically enough. The warmaster needed to be someone that all his brothers would follow. That narrowed it down instantly to either Horus or Sanguinius, the two who were at loved by most of the Primarchs and, failing that, at least respected, even if only grudgingly. Funnily enough, Horus always thought it should have been Sanguinius.

It was to be a gradual process rather than a sudden, immediate change. Warp drive, Navigators, etc. would still be necessary during the transitional period. The real purpose of the Golden Throne was to be a master Webway control and construction device, similar to the technology used by the Eldar to expand it across the galaxy in ancient ages (it's similar because it's literally stolen Eldar tech lol). So the plan was to rebuild the Webway from the inside out, repair the damage to it bit by bit to allow humanity to expand its dominion within and outside of it, and eventually start building new spars and portals across the galaxy to suit mankind's needs.

The first steps were the hardest, since it required the Emperor to build the Golden Throne in the first place using plundered Eldar relics and reverse-engineering them to function in conjunction with human technology. Then he needed to figure out how to actually awaken the Webway gate beneath his palace, which had Eldar safeguards on it like they all do. Once he deciphered its secrets, he then had to send out exploration parties to find what was on the other side, which turned out to be a lost city of the Eldar, now a nest of horrifying xenos wasps that plant eggs in people's souls and chestburst them. So the Custodes and guardsman legions had to cleanse that city and prepare it for colonization... and meanwhile, the Emperor was working hard to reinforce the Webway structure itself outside Earth's portal, since it would all be for naught if Chaos smashed through the walls of the Webway.

Nah Dysjunctions do occur overtime normally without psyker influence, like an earthquake that just happens. They can sped on along but they don't single handily cause one. Harles are psykers and they travel to the dark city all the time

Rakarth is a master of the Eldar Empire's lost technological secrets, perhaps the only living individual who still knows all that lost tech in its entirety, so it's no surprise he knows how to build new webway portals.
However, there's also regular webway tunnel borer technology that tunnels temporary passageways into Realspace. Wayseers can access Webway pillars and arches (big control devices scattered throughout the Webway) and work some very mysterious Eldar technological secrets to activate this short-term micro tunnel tech. It's how the Eldar can appear and disappear anywhere on a planet even if they aren't close to the actual, physical Webway gate. The Drukhari also have ancient personal tunneler devices that do what a Wayseer does automatically, generating new passageways for rich Eldar lords to arrive and depart (deep strike) on battlefields as they please.
But yes, once the Emperor had the Golden Throne up to its full potential, he would have been able to manually construct new Webway portals for human use.

He does it to himself for fun, really. Rakarth is mad, but he's also basically won the game of life and so the only thing that entertains him anymore is encountering new ways to die and/or new ways to torture somebody (all of which he tests on himself first). His degeneration is something he could reverse at any point he felt like it, but it's more fun to him to see where it goes. For the same reason, he has taken a liking to Cawl's Primaris enhancements, because he's curious to study the rate of geneseed degradation and mutation in Cawl's upgrades. So now he's collecting one Astartes from every chapter in the galaxy to compare their progenoid glands for his research.

Oh he's probably forgotten lots of things he considers boring and not immediately useful to his work, yeah. If Rakarth feels a need for this lost technology, he can either force himself to remember enough of it to juryrig his way forwards with memetic brain tortures, or he can simply learn it again from the start, which is probably a torture to him of a different kind (boredom). His genius is so completely out of control it's not much of an issue to him either way. Going back to the example of the planet he tricked into entering his slave pens, he needed to build new Webway gates to lure them in, so he simply did what he had to to make it happen. Be it remembering how to do it or teaching himself to do it from scratch. It was necessary for the delightful, sick fun when they march themselves into his laboratory and slowly realize what they're actually there for.

Which black is that sallyanon? Corvus you can shade with nuln and get some definition. Abaddon is too dark to shade tho. Also one method for if you wanted to do a glow would be to trace out all the runes in a hyper thin white glaze, throw some orange and yellow glazes around the white bits and then you could either drybrush, stipple or sponge your black back over.

They're almost unuseable in casual play because pretty much every single detachment is subpar and basically every unit gives very little for how much they cost and lets not even talk about lists that don't bring ghaz. Armies like EC still get shit like lascannons that can deal with vehicles and 3+ ballistic skill and saves but Orks have literally 0 ranged damage output, AT weapons or surviability. They also hit sub 40% winrate in tournaments atm and the upcoming "buffs" basically only affect tournament lists running meganob spam and ghaz, your average ork player is not going to benefit heavily from the point nerfs to lootas, shokk attack guns, squigosaurs and mega armor warbosses being reverted.

The codex release for Orks genuinely nerfed them into the ground compared to the index and every single buff has basically been walking back a nerf given to them.

Set your model down, blast it with light. No, it was tyranids assaulting a system with an Imperial Fist fortress world (so they have dug into the planet way before nid arrival) and tyranids throwing waves after waves of gaunts on their encampments (which included monofilament wire, not just regular barbed wire).
After the Imperial Fists won the battle, they receive multiple distress signals from other worlds in the system that went without defences.
It's a classic story of folly about IF being too hyperfocused on their particular art of warfare to see the bigger picture.

There are 2 often referenced events featuring DG & Nids.
In one, Plague Hulk bit from the codex, Gorgon nids eat plague marines and adapt fungal agents to melt them from the inside.
In the other, the one you're thinking of, Hive Fleet Lotan & Death Guard enter a biological warfare where both parties end up in a draw, obliterate each other and get melted into a soup covering the whole planet, with a hiveship proboscis later getting melted when it tried to sample the resulting soup.
There is a few other ones like maybe from FFG Black Crusade books but those are more obscure I think. There was also one where DG were after some nids as ingredients for their special concoction but I forgot where that one was from, could've been the same FFG Nurgle book.

Honestly the most important things to remember when painting female faces it to keep all transitions soft and avoid overexaggerating any edges. Oh and eyes naturally draw attention so if you mess them up too much it will bring the whole paintjob down. I don't have any 40k examples but I think this is the best face I've painted so far. The corner of her mouth is a bit too pronounced but other than that I'm very happy with it.
