People from different departments work on multiple projects all the time, that's pretty standard company shit. I am a little worried because after creating spearhead, they couldn't keep that guy on payroll, and have been shuffling some artists around as well. Firing the people that make your company successful is video game type shit, and while the table top formula isn't that different in a lot of ways, it is very much easy to keep people working on the same kind of shit for a decade since you know your still going to be making similair table top games, and its more worrying when those people leave after just working on one successful project.

Part of the problem is GW wants to save as much money as possible, and keeping the legs and general form of the models the same while only changing the heads and maybe chests lets them say it's a whole new model while doing minimal work.

Generally, yes. If they know what they want out of the mechanics of their army, I'll pivot there, but I always encourage Rule of Cool.

I use Nighthaunt as an example of that. They're very popular visually, but they also just had their entire army change with the book. If you wanted to be Bedsheet-tide, you're SOL now. If you think they're cool, you don't have to re-learn your entire army because you didn't get the old taste.

GW had 2 options when releasing gitmob, first is what we got and they shoved them into gitz, destroying the strong visual and thematical cohesion of moonclan grots, troggoths and spiders.
Adding a new subfaction of cavalry in a army that already had 3 cavalry options in hoppaz,boingrot and spiders.
Second option would have been to put them warclans ,which just kinda would resurrect orcs&goblins ,something GW doesn't want to do even though kruleboyz already bought troggoths and hobgoblins back.
In the end we got the worst result with gitz getting something they dont need and kruleboyz losing a potential cavalry option.

all 3 good at different things. ushoran is the best fighter, uak taar is the best caster, glutos is probably the toughest. all 3 provide utility, with glutos and ushoran being more decentralized aura buffs while urak taar is very specific 1 2 combos of resource allocations to empower X unit one turn and Y unit the next. ushoran has a strong activation wars dubuff while glutos and urak taar have crippling movement debuffs. urak taar has flying, the smallest base and the highest speed so he's the fastest and most mobile.

all of that said, urak taar is 100pts cheaper. so its not just urak taar vs glutos/ushoran. its urak taar+100pts of troops/warmachine/smith or priest vs glutos/ushoran

i'd say all 3 are equally good, except that glutos kinda doesnt play into what his army wants to do. he's a slower, tankier healbuff castle hero in an army thats moving twice as fast as him and evaporates the second its touched leaving nothing for him to heal. glutos hilariously feels like a maggotkin monster hero in a slaanesh army.

In all seriousness, I think it comes down to tow simply being more real-world based than 40k and aos. Marauders are just fantastical vikings, darkoath are a conan hodgepodge. Empire state troopers are fantasical hre germans, cos are a band of bumbling literal refugee city watch. Gw has plausible deniability for a hypothetical cancellation with tow, not so much with sci fi 40k or ultra high fantasy aos. Also leads to oppositd situations, for example all-asian units like cathay are normal in tow, but would look really weird in aos. 40k and aos are basically the more front-facing ip's where they gotta present a little more 2025 so to speak, while in horus heresy and tow they can cater more to the traditional audience.
Oh and additionally I think it genuinely just differs a lot from team to team or even sculptor to sculptor. See for example mainline chorf release being all pale vs the underworlds warband suddenly being 50% darker skinned. You can also see this in the rpg books which have a fuckton more 'woke' stuff than the rest of tow, because that is made by/for the theatre kids that are all into roleplaying games now.

Honestly even from a watsonian perspective cities of sigmar armies should look like the way they currently do. They're essentially frontier outposts established by giant crusades of people from azyr that previously fled the entirety of the realms. I was putting together the starter kit that has one of each just last week and I couldn't find a difference between the male and female legs. The helmet is almost the same and the female chest only has a very slight breast indent to differentiate. They really are not that different, the arms are 100% interchangeable. If you can't tell at a glance which is which (you can't) it's bad.
