And it unfortunately did come to a halt when Alan Bligh passed away. Imperium could 100% steamroll the tau and wipe them off the map if they wanted to. However, doing this would require the Imperium to divert resources and manpower from other much more important and urgent warzones/frontiers to do so.
Which then has the issue that it leaves these other areas much more vulnerable and harder to defend. And situations like these it's where xenos like the dark eldar, orks and tyranids and even both genestealer- and chaos cults are the most dangerous, ie. minorly guarded planets.
Which can easily lead into a death spiral for the regions, which could also spread outward onto other planets.
That's the reason why the Imperium can't "just" kill the tau, it's not so simple.

Yeah, it's fun. You can play ranged, melee or hybrid. Ctan are strong but not required, especially at 2k points or below. The army is slow and tanky so look elsewhere if you want speedy elf bullshit. here's my take
a troupe is always worse than your first squad of howling banshees, but is a valid choice even instead of a second squad of howling banshees.
>they can't advance and charge, harder to use offensively
>they don't have fights first, harder to use defensively

BUT
clowns are versatile, Devastating wounds are make them anti-everything instead of anti-infantry like the banshees. sure, you are fishing for 6's but you have 25 attacks in a troupe, if the fire dragons fuck up and fail to kill that knight, your clowns can swoop in and fish out those last 3 wounds.
versatile units come at a premium in this army but they're worth gold. 30 swooping hawks was a winning army list because shitting out 15 mortal wounds a turn into ANY sort of target is really strong.
I don't use clowns because I don't own clowns yet, but to give an example of what I think a versatile unit is, my shining spear squad. strength 6 on the charge and flat 3 damage makes them strong into TEQ, but the anti-keywords make them strong into monsters and vehicles too. They are worse at those respective jobs than either fire dragons or howling banshees, but they make a good backup when I fuck up and get the primary unit killed.

your clowns with their fancy 4++ are also a little tiny bit tougher than your other elves, so they're more likely to find themselves in a position where they are alive and your specialist unit has died that they need to replace.

clowns are also a good source of powerful lone OP units which is good for scoring and stuff. The solitaire is a beast

Deathwatch cant have scouts (all veteran army), so I guess I could get those infiltrating guys. I've always liked the librarian in phobos armor, so maybe Ill get him too one day. My plan was to shoot the blackstar forward and use the aggressors to screen because they are tough and good at shooting and melee. Talonstrike is 50% JP intercessors and DW vets are both melee, so do I need screening if I have two giant melee bricks who just want to unga bunga forward? Everyone needs to start somewhere, but treat slapchop like training wheels unless your goal is to paint quickly to meet tabletop acceptable standard. Even still, if you refine your techniques and keep practicing with the goal of doing better on each model slapchop will still give you good results until you decide that you want a different look.

You're going through models at lightning speed, which means you can't put a lot of time and care into each one, and you're using the "get it done quick and dirty" stereotyped painting technique. I still slap chop my space marines as a starting point even on characters after painting about a year. I will layer in details and cleanup but on marines I will base them entirely in contrast after drybrush and a lot of the time thats 70% to 80% done. Not trying to claim or show off anything other than its a method you can grow with as much as any other. ESPECIALLY if my goal is to actually use these game pieces this lifetime, but have something I enjoy looking at.

I'd also guess that slaanesh's attentions are at their strongest where there are large concentrations of eldar and of psychically active and/or hedonistic eldar, so, again, the populations of a world, craftworld, or commorragh, so pirate crews like that probably feel a reduced soul drain because they're less numerous and because they're not THAT psychically active or THAT hedonistic in any case, just a bit

Don't spirit stones get corrupted and lose efficacy anyway if they lead too hedonistic of a life style or something? They still need to live very proscriptive loves of restricted emotional heights or something.

I'd expect for the most part that there aren't old Corsairs - they have their teenaged elf rebel phase and then grow out of it and return to their Craftworlds or Commorragh. The few that don't presumably either pick up enough autistic coping methods or just get eaten by Slaanesh.
