This way, you can focus more on worldbuilding using both real-world and fantastic Middle Eastern tropes and cliches. Think somewhere between Barbarians of Lemuria and full GURPS in terms of d6 crunch/mechanics, but also aspects of Tales of the Caliphate Nights or Crescent Empire for 7th Sea for influences. But that's just how I'd do it. A d20 system works just as well, meaning you could also use Southlands or back-engineered Al Qadim for D&D 5e play.

Change the names of countries to fictional ones, go for more of a "genies and flying carpets" approach than a historical one, and perhaps take a page from modern 5e and encourage more player agency (they have fun, you have fun, everyone wins). There are also cultural mores that guide lawfully-aligned characters, from sacred hospitality to religious devotion, that can allow for self-imposed challenges for players. Of course, you have to let them know about that. Basically, D&D with a few terms changed for a Middle Eastern flair.
