I always make sure my players know that high level NPCs have better things to do than help them.high level wizards are on on a quest to find ancient lore in long forgotten libraries, high level fighters are famous gladiators or are leading entire armies, high level paladins and clerics are on divine quests from their god, etc.you cant just pay a high level caster to revive your dead friend cause people that powerful are insanely rare and have much better things to do.

If a problem is big enough, the NPCs will step in. My players know that they only get to do the quests of their specific caliber. Once they reach level 12 or so, they are the strongest in the land usually.

It was Tolkien's intention by using the word "wizard" that the character was defined by being a wise character who offers wisdom to address problems. This is in line with him not just directly solving every fucking problem by using magic. It isn't his role in the story (or the role of himself as a maiar) to interfere so directly all of the time with what's going on in Middle Earth.A lot of the stuff that he has been involved with, he doesn't really do a lot of the heavy lifting. He just plays an integral part in figuring things out and getting things going in the right direction. Ideally, this is what your overpowered level 20 NPC like in OP's hypothetical should be like. They have very specific concerns that eat a lot of their attention, but they have the experience to know how to set solutions to problems in motion, and the capability to get those solutions going. Maybe they are the hero of another story, with incredible feats to their name, but not of the story the PCs are going through.
