And the most tiresome thing of it all is that I know just what these dumb fucks are going to say, "Hurr if they don't say their sexuality than we can assume it's heterosexual and cis." Why? Why can we assume that? We spent the last fucking decade and a half explicitly keeping people from assuming gender or pronouns or sexuality. You need to announce this shit - and it's not like that's even a good excuse, anyway. I can't name the last time there was an NPC that was in a heterosexual relationship - in fact, I can't name the last time there was a strong man in any sort of position of power. Parry is a trait some weapons have that lets you raise them for an AC bonus like a buckler while still wielding them as a weapon. "Coup de Grace" isn't an action in 2e, it's been rolled into how the dying condition works. If somebody's on the ground dying and would take any damage at all, they just advance up the dying track instead--or advance twice if the action that dealt damage was a crit. Spending a full round attacking a dying opponent is pretty much certain to kill them. This is just a replacement for 1e's system that tracked negative HP.

Is 2e low-power enough for a west-marches / sandbox / heavy-downtime / domain play game?

It can definitely handle a sandbox/west-marches game, but it isn't low power at all. Even at Level 1 there's classes that are pulling some anime bullshit and there's more tools to decrease the early-game lethality than there were at launch. You aren't going to get an OSR experience with either Pathfinder game, less so with 2e since it doesn't have the lower point-buy options.

It can do all of that but trying to make a low power version of 2e without significant homebrew is bound to result in some major jank. Proficiency without level helps, but fucks with alot of basic assumptions about the game. Like the defacto rules for army battles in battlecry assume that half your army's strength is in the pcs and that level 10s can fight legions of devils on their own.

Eh, by design you will outlevel things and you add your level to your AC by default. So there will be a point where Level 1 guys can't hurt a significantly higher-level opponent. The game expects any encounter to max out on a -4/+4 Player Level range, so do be mindful if you make areas based on level ranges.
But realistically this shouldn't be a problem. Just part of why 2e is a Heroic Fantasy and not Low Fantasy.

7 is the earliest and notable powerspike that every class in the game hit, with 11-13 being where game's meta particularly shift and everyone is most comfortable. 12 is the level you are expected to have 16,500 Gold for the party (Pathfinder had a major economic deflation between editions if that seems low to you), so these are good expectations around when the players start buying their way out of problems while keeping up with their treasure and gear. At least in my opinion.

This should give you some good degree of expectations. You can also look into the Kingmaker AP (and corresponding homebrew adjustments because the 2e Kingdom Management rules are legit untested and poorly designed) for additional resources in large-scale bastion management. You can also look into the Captain archetype for scaling humanoid companion rules, in case you want some guidelines on building officers.
