Do Garou ever congregate in places without caerns? I want to do a caern building chronicle with my PCs and am trying to figure out what happens after they finish the rite and get the caern up and running. I mean at the very least Glass Walkers and Bone Gnawers must, they're ubiquitous whenever cities are and I refuse to believe they have such powerful theurges that they can just open caerns whenever they go.

Can a Caern and a Freehold coexist in the very same area? I have heard that mages suck the Quintessence dry of such places, but Gnosis and Glamour are two different byproducts of Quintessence. So is it possible for the natural spot to produce both in equal quantities without its maximum amount being impeded?
