In the World of Darkness, all the non-Awakened magic is kind of the same & can be somewhat interchangeable. You still have to do the hard work of translating the particular path into your own splats "paradigm" or whatever you'd like to call it. A vampire can't teach "Path of Mercury" to a Mummy/ Sorcerer but a Mummy/Sorcerer can learn a Hekau/Numina that mimics Path of Mercury if they do the research.

How can a prince of a smaller city even call a Blood Hunt with a grand total of 7 kindred in the area? Even further crazy numbers, 250 Vampires per Mage is some insane stuff. You can barely have understandable societies with those low numbers. I'm aware it's more of an "as many as you want" type of setting but it's a bit crazy they thought the numbers added up.
