They had a little shack in the outer limits of the city, and they spent most of that time in the wilderness. Nekomaru misses training under waterfalls, swimming and fishing, especially his “secret training” where he kept trying to run on water and failed until he started figuring out ninja movement better with his dad’s help. The wooded areas of Getsugakure are nice and all, but Nekomaru is clearly homesick to a degree. He misses his dad over anything else, but he’ll get better by connecting with his peers more. One being that the law enforcement is made up of normal people. Well equipped, since they don't lack a budget, but still just strong normies. They could just hire outside help to take care of it, and likely have plenty of times before, but it's proven to not be a solution that lasts very long as more pirates eventually come.

Technically Hypersonic Mind Waves forces the animal to obey orders even to their own detriment, but Hibiki at this stage wouldn't want to risk hurting them or going against their will so it still works. More a limitation of his personality than the Jutsu itself.
