I think if you're rating models, you kind of need two seperate ranks, quality and tastfulnes. A tasteful color scheme and cool kitbash can carry a just decent paintjob, and a retarded kitbash or fugly color choice can drag down a decent paintjob of that same level to the point where one army is very nice and the other but ass ugly despite the same technique level.
