I'm gonna pretend you are new and let you know I'm not an expert deck builder, I can only tell you how I'm doing it. for example, if a deck of mine has very few 1 drops, I make sure that my 2 drops are plenty and good (at least 15+ cards with 1-2cmc that I want to drop early - removal/protection doesn't count for this; ramp/draw/your mechanic of choice counts). I also make sure that I cram as much card advantage with a synergy to my mechanic into the deck. with that basis, you can then start weeding out wincons until you are left with the ones you like the most.
