Battle shock should only be relevant for baseline humans, Tau, and Orks, and Commissars/Priests, Ethereals, and Bosses should make it irrelevant. Failing battle shock destroys the unit to represent them breaking and running.

People were leaving the game en masse because even if you played the game casually with fluffy list the risk of someone getting raped in the ass was extremely high. I played Necrons and in order to have a fair game against Orks I would have needed to straight up ignore half of my codex, intentionally gimp myself and have the Ork players play as Waacfag as possible. Which I did. And I still had stuff like 3 Tomb Blades (I was literally the only one playing them) wiping out a hundred boys in a game. And the exact opposite happened if I fought things like Marines or Tau. And this is ignoring all the broken mechanics
I stopped playing past 5th and I don't regret it one bit.
