It's kinda meh. Like forced awakening means you're talking about a demon lord, or using the arch-sphere. In the first case, it probably doesn't have a good way to do that modification, and in the second they wouldn't have a whole lot of reason to go and awaken a person if what they wanted was something to rip up for quintessence. You generally don't need a lot to do stuff outside of making permanent things, healing agg, or mucking with stuff that's had Quint already put in it to make it harder to mess with. Of course, you want a good amount, because it can be used for all sorts of things, starting with making doing magic easier.

Looking at this shit it seems to be that the pale is a psychic contamination result of mankind akin to how banality manifests so it might be that Harry and other pale irradiated people of revachol (Joyce, the paledriver having flashbacks of other people, innocents) seem to share the same kind of preternatural knowledge of stuff with applications of that sort of psy powers on a subtle way.

I mean, if even the literal in-universe propaganda pieces can't help acknowledging that they're prone to going full Mengele they've gotta be hilariously awful once you stop glossing over the gory details. Especially since the book also feels like it's hinting that losing literally half their guys might have given them a chance to course correct but the underlying flaws like a particular hatred for traditions and their hilariously flexible moral codes are still there. All in all a fun read.
