I have several of the New 52 Superbro figures that I really likes and remembered the anon from a few months back who posted this picture of Not-Quite-Todd-Slop Superman (since at least the head sculpt AND facial expression was good) with this wolf Krypto and luckily Anon replied that it was a GI Joe/Timber dog, which I tried finding and bidding on but it was always way more money than I thought it was worth, new or used, especially if it was going to stick me with another figure to have to sell for that Joe.

So I was in Michael's looking for some stuff to use as backgrounds and needing some other craft goods and found a cool like wolf dog for under $5 that is almost identical but has dark spots in his white fur. I'll need to repaint him but have no venting now so need to sort that.

If one were to make this on their own they could get a $10 Joker body, $10 Joker movie head print, and spend about $5 getting backdrops printed and glued to something that doesn't look cheap and won't warp like cardboard, like polystyrene. The most expensive parts might be getting 1/12 scale chairs and a desk, but even that shouldn't be more than $20.
Making Murray might be trickier since you'd have to repaint a Joker suit body and buy another head, but really who even needs a seven inch DeNiro figure?
For like $30 max you could have Joker and just not bother with a space hog talk show set taking up an entire shelf.

The only collectibles available for the first film were statues and a bust, all priced over $1,000+. Then InArt did a 1/6 scale figure set that, again had to cost over $1,000. They may be planning on pivoting away from DC when the next license renewal comes. They have survived through lean times before, as McFarlane has noted, by keeping core staff small. They could go it without DC and just subsist on small licenses again.

And most likely McFarlane will need to move production out of China soon due to the coming tariffs which will take some time.
