Most. Not all. Owl House has a good enough story with a ok enough artstyle, that doesn't compare to what Dana originally planned. You can see it even in the ToH pilot, compared to Season 1, and espically with Season 2.
It was Season 3 that got two out of the 3 specials with the most 'talented' animators locking in that elevated the show's visuals past what was originally pitched for the show, and that was after Disney dropped ties with Dana.

If the entire show was post timeskip and the teen designs were only used in flash backs, the entire fanbase would naturally have only used the adult designs as the majority. It's only as high as it is now because of morality reasons.

She's used as a tool just to grow lumity closer early on then gets chucked aside til the halfway point of S2. Gus at least got a whole A plot to himself. To be fair Luz arguably did the same thing. Amity treated Willow like shit for years and she goes off to fuck Amity. It was to the point where she only bothered to talk to Gus to go simp for Amity. Some fans get annoyed that Hunter "stole" Willow and to a lesser extent Gus away but not like they had much to do during the lumity show

I guess if I had to come up with something I would have done with Gus and Willow if I were Dana I would have made Gus's fascination with how the Human Realm works more relevent, by making him discover our science that parallels their magic. Kinda the "religion vs science" meme, but actually contextualized to make him learn more into mixing the two, like Amity's Dad already does with abominations, likely having the two grow a connection the further Gus studies the two worlds and their simularities.

Willow I think just needed that "growth into her own confidence" arc to have began much earlier in the show, not before meeting Luz but long before it took seeing Eda nearly getting stoned to do so. It should have started where Luz forced Boscha and Willow into a grudgeby match where it was there she took the lead in challenging Boscha head on instead of pussying out. But she still needs something that aids in the actual "plot" so I think her having a connection to plant life should have tied into being a "cure/nurse" arctype for the cast that could have led into fixing "uncureable" conditions of magic abuse that Belos did to some witches.
