Now that I think about it, both Drew's past of living among bears after accidentally killing her parents and her Semblance would directly affect her eating habits and the amount of calories she burns
Bears typically eat a lot prior to hibernation and use the stored nutritional energy and fat to subsist on while they're asleep (also don't look up what their body does to retain waste) and Drew would probably emulate that as best she could, eating excess amounts of food alongside the bears but not quite understanding (due to being young and a lack of proper socialization and education) that she literally isn't built like a bear. So while they're all sleeping during the winter, she's snuggled up with them eating tons of honey and other food she can get her hands on. As for her Semblance, she doesn't have to physically exert herself beyond however taxing using one's Aura and Semblance are on the body. She doesn't have to climb over walls; she phases through them. She doesn't have to move against a flowing river; the current goes right through her. Her level of physical activity is no doubt far lower than her peers, which means she's not using the energy that food gives her and her body is instead storing it as fat
When you think about it, her being chubby/overweight is an accidental stroke of genius in terms of character writing, and is unironically a great way to be "diverse" or "inclusive" with the cast
