I wouldn't choose the affini, but if they showed up tomorrow there's not much I could do about it, so I might as well relax and live with it.

Some sophonts need to not have self-determination in order to truly flourish, and those sophonts become florets. Others do best with some self-determination, and remain independent with varying levels of assistance from the Compact in making sure that self-determination is not infringed upon by the sorts of societal ills that ran rampant in EVERY other stellar civilization they encountered.
