In current canon I think the schlubs having basic aura works better.I could see limited aura working better if you played into the Salem/Oz conflict and made them more morally gray. They could both be the progenitors of aura unlocking that taught a select few underlings the process so they could have underlings to further their own ends.Oz values order so he'd pulls strings to keep aura controlled and concentrated among his loyalists.Salem opposes him so she awakens individuals who have an axe to grind to destabilize society. Really let Salem lean into that Fairy Godmother influence.
