Well, peaceful surrender and welcoming integration is for sub-ruled lands where the citizenry is just waiting for their female overlords to march in. It is a different story for other nations where subversion and mind games need to be played to destroy morale before marching in against little resistance and quickly seizing power and solidifying it through brute force in a new regime!

I mean, if it were to be just her then I don't see the Empire not being taken over by her in due course unless if already ruled by a woman too. I would expect institutional changes first before cultural such as succession laws you mentioned, and then women having main property rights instead of men, requirements to head businesses mandating females in leadership positions to get licenses, segregation of classroom curriculums, and then so forth before that inevitably breeds actual superiority complexes and viewpoints in the populace.

I guess the matriarchy empire got its power from diplomacy as opposed to outright military aggression
Though the Anschluss only worked because Austrians are ethnic Germans and they lost their old empire so there was no reason to oppose joining Germany

The only thing more powerful in sapping morale and solidifying rule is to win not only on a militaristic front but to outplay on politics and stratagem too. Would siphon any rebellious spirits out. In your case though, that sort of only makes sense if your nation was already eagerly submissive to be comparable to the Austrians. Would be less conquering and more like...selling yourselves out.
